The Steamship Authority is seeking to fill the position of Port Captain to direct the day-to-day operations of the Authority's fleet in accordance with applicable regulations, policies, procedures and standards.

Duties and Responsibilities include:  formulating vessel operational policies, procedures and standards to provide guidance to vessel crews; inspecting vessels for conformance to U.S. Coast Guard requirements and with standards for safety and cleanliness, directing corrective measures required to meet such requirements and standards; observing vessel personnel perform duties to detect deviations from SSA policies, preparing directives to eliminate infractions and determine changes in work practices and procedures to improve operations and make recommendations on findings for management evaluations; reviewing vessel logs and reports for conformance with SSA policies, schedules and other reporting requirements and preparing reports of vessel operations as required or requested; evaluating reports of vessel conditions, emergencies, accidents, weather and other factors influencing vessel operations to make decisions affecting service; initiating investigations into causes of accidents, incidents, including near misses, customer complaints relating to vessel operations, interviewing individuals to determine responsibility and initiating corrective actions, including appropriate disciplinary actions and dismissals involving vessel personnel, and/or recommendations designed to improve safety and/or security measures to prevent further occurrences; scheduling and administering the training of vessel personnel including development and implementation of vessel training programs to ensure full implementation throughout the fleet; directing and coordinating activities of vessels and vessel personnel to comply with U.S. Coast Guard inspection requirements to obtain optimum use of vessels, facilities and personnel and assist in the preparation of vessel schedules; participate in union contract negotiations, settling of grievances, including participation at grievance hearings, arbitrations and other proceedings; represent SSA in communications and meetings with U.S. Coast Guard and other federal, state and/or local government authorities concerning vessel operations; reviewing and analyzing vessel expenditures, financial and operational reports to determine requirements for increasing operating efficiencies, lowering costs and improving service and assisting in preparation, administration and monitoring of vessel operation budget; supervising directly or indirectly all personnel while maintaining confidential information and exercising good judgement and initiative in making independent decisions; maintain and continuously improve safety and environmental standards and procedures and ensure their full implementation throughout the fleet; other duties as requested by the General Manager and management personnel.

Required Qualifications include:  possess at a minimum, a U.S. Coast Guard license as Master of Inland Steam or Motor Vessels of 1600 Gross Tons; strong knowledge of marine operations and the maritime industry; strong knowledge of marine regulations at federal and state levels.

Desired Qualifications include:  service as Master onboard vessels with U.S. Coast Guard certified capacities of at least one hundred and fifty (150) passengers for a minimum of five (5) years; familiarity with the Maritime Transportaiton Security Act of 2002 and the regulations promulgated thereunder; supervisory experience in customer service-oriented business; minimum of three (3) years shoreside management experience preferred; minimum of a Bachelor's degree in Marine Transportation or related work experience; knowledge of and experience with high-speed craft operations preferred; knowledge of Health, Safety, Quality and Environmental (HSQE) programs, including ISO/ISM and best practices.
